In order to provide entry inspection and quarantine service for overseas exhibits and ensure a smooth process of 8th China International Consumer Goods Fair (8th CICGF), CICGF organizing committee and Ningbo Entry-Exit Inspection and Quarantine Bureau formulate this guidance according to related laws and regulations in PRC.
Inspection and quarantine institutions keep and manage inspection and quarantine records for exhibition and entry exhibits.
All exhibitors shall submit Exhibition Booth Confirmation Letter and List of Entry Exhibits (appendix 1) to exhibition organizer (exhibition affairs department) or authorized agency at least 30 working days in advance. The exhibition organizer or authorized agency shall fill in Application Form for Inspection and Quarantine Record of Entry Exhibits (appendix 2) and submit all the forms and documents to inspection affairs department of inspection and quarantine institutions for records. After the preliminary examination is verified, the inspection and quarantine institutions sign and issue Application Form for Inspection and Quarantine Record of Entry Exhibits and List of Entry Exhibits according to related regulations.
Ⅱ Applying for Inspection and Quarantine
ⅰExhibitor or client shall apply to the inspection and quarantine institutions of the port of entry for inspection and quarantine before the exhibits are imported.
During the application, exhibitor or client shall provide the following forms and documents: Application Form for Inspection and Quarantine, Application Form for Inspection and Quarantine Record of Entry Exhibits, List of Entry Exhibits, Bill of Lading/Transport Document, Attorney Letter of Act as Agent Application (applicable to act as agent application) and other forms and documents needed (appendix 3). After the application is accepted, inspection and quarantine institutions sign and issue the Customs Clearance Form for Entry Goods.
ⅱThose entry exhibits that will be sold or used during or after the session of exhibition are viewed as imported goods and handled according to related laws and regulations.
Ⅲ Inspection and Quarantine
ⅰContainer, package, padding materials of entry exhibit, and transportation vehicle from animal/plant epidemic area can be allowed to enter only after a qualified inspection and quarantine test, or qualified treatment.
ⅱEntry exhibit shall receive centralized inspection and quarantine test within the supervision area designated by the institutions.
1. Those entry exhibits that will not be sold, tried out, or sampled are exempted from quality inspection test except the heavy metal mineral products and stone materials, which shall receive radioactive test.
2. Those entry exhibits that need isolated quarantine test shall receive isolated observation, and can be allowed to enter after a qualified quarantine test. For the entry aquatic animal exhibits with broken inner packaging container and leakage liquid, exhibition organizer and exhibitor shall clean the packaging container, change the package or destroy the aquatic animals, and sterilize the field and container.
3. Inspection and quarantine institutions supervise and instruct exhibition organizer and exhibitor to sterilize entry living animal’s transportation vehicle, padding materials, excrement, entry meat product’s cargo container, polluted field, and other goods. If any quarantine harmful organism or other harmful organism with quarantine necessity is found from entry plant exhibit or plant product, the institutions supervise and instruct exhibition organizer and exhibitor to carry out innocuous treatment.
4. During the inspection and quarantine, the exhibitor shall be on the scene for assistant work such as removal, unsealing, dismantling, and re-packaging.
Ⅳ Site Supervision
During the session, inspection and quarantine institutions will carry out site supervision.
ⅰDuring the session, exhibitor shall have Application Form for Inspection and Quarantine Record of Entry Exhibits, List of Entry Exhibits, Customs Clearance Form for Entry Goods or Inspection and Quarantine Certificate for Entry Goods and other approved forms (appendix 3) available at exhibition booth for spot check.
ⅱFor those exhibits entered from ports other than Ningbo Port or exhibits imported in general trade means, exhibitor shall have certificates and forms signed and issued by inspection and quarantine institutions of the related port.
ⅲFor those entry exhibits transported from other exhibition sites within China, the original inspection and quarantine certificate and documents shall be re-examined. If there is a change of exhibit’s applied use, the exhibitor shall re-apply for inspection and quarantine.
ⅳFor those pre-packaged foodstuffs that will be sold at exhibition booth, their labels shall abide by General Rules on Pre-Packaged Foodstuff Labels (GB7718-2004) and other related laws and regulations.
ⅴFor any un-authorized selling, use, gifting, sampling or trying out of the entry exhibits without permission from inspection and quarantine institutions, the institutions have the right to order exhibitor to take back exhibits, and impose punishment on exhibitor according to actual circumstance of violation.
ⅵFor those entry exhibits that can not exit because of loss or wastage during the session of exhibition, the exhibitor shall report to the institution in time.
Ⅴ Disposal of Exhibits After the Session
Exhibitor shall apply to inspection and quarantine institutions for cancellation after verification procedures of entry exhibits within 30 working days after the session.
For those entry exhibits that will re-exit, exhibitor shall have Application Form for Inspection and Quarantineof Exit Goods, original of List of Entry Exhibits signed and issued by inspection and quarantine institutions (fill in the blank of “cancellation after verification” strictly according to facts), Customs Clearance Form for Entry Goods and other related forms and documents (appendix 3) for cancellation after verification procedures. Goods belong to ATA documentary list shall be cancelled after verification by the ATA documentary list. For those entry exhibits that can not re-exit or to be deserted because of loss or wastage during the session, inspection and quarantine institutions examine related documents and then approve the cancellation after verification.
For those fruits and vegetables exhibits, exhibitor shall destroy the exhibits after the session; for those plants exhibits, exhibitor shall destroy the exhibits after the session in principle.
For those exhibits that will be sold or used within the territory of China after the session, exhibitor shall take the initiative to contact inspection and quarantine institutions to go through procedures according to related rules.
Ⅵ Administration Rules on Goods Prohibited from Entering
Related laws and regulations in PRC have specified the list of goods that are prohibited from entering, carrying or mailing, and the list of goods allowed to enter but shall be reported to the customs and quarantined by the institutions (appendix 4).
Ⅶ Legal Responsibility
For those exhibitors with false declaration, quarantine escape, or result in severe consequence such as epidemic spread, inspection and quarantine institutions reserve the right to prosecute under law according to related laws and regulations.
